The Andhra Pradesh School Education Department has constituted a State Level Committee to examine the existing framework and recommend revised guidelines/rules for implementation of Section 12(1)(c) of the Right of Children to Free and Compulsory Education (RTE) Act, 2009.
The orders were issued through G.O.Rt.No.141, dated 03 September 2026. The Government has stated that the committee will examine the existing guidelines in accordance with statutory provisions and judicial directions, including the relevant directions of the Hon’ble Supreme Court of India and the Standard Operating Procedure issued by the National Commission for Protection of Child Rights (NCPCR).
State Level Committee – Key Members
The committee is headed by Smt. Thameem Ansariya A, Director of School Education, as Chairperson. Sri B. Srinivasa Rao, State Project Director, Samagra Shiksha, has been appointed as Member/Convener.
Other members include officials from the Commissioner of School Education, Samagra Shiksha, SIEMAT, Textbooks, SAMO, SCERT, School Education regional and district offices, a Legal Consultant, an NGO representative, the Andhra Pradesh Private Schools Association and representatives of parents of students studying in unaided private schools under RTE Section 12(1)(c).
What Will the Committee Examine?
The committee has been given a wide range of responsibilities, including:
Examining the RTE Act, 2009 and Andhra Pradesh RTE Rules.
Studying the Supreme Court judgment dated 13 January 2026 in SLP (Civil) No.10105 of 2017.
Examining the NCPCR Standard Operating Procedure.
Reviewing the existing operational guidelines for implementation of Section 12(1)(c).
Identifying practical and legal problems in implementation.
Recommending amendments to the existing guidelines.
Recommending mechanisms for seat-matrix publication and centralized online admissions.
Examining grievance redressal, transparency, monitoring and reimbursement mechanisms.
Suggesting measures to ensure inclusion and non-discrimination of children admitted under Section 12(1)(c).
Examining whether amendments to the Andhra Pradesh RTE Rules are required.
Comprehensive Report and Revised Guidelines
After examining the legal provisions, judicial directions and implementation issues, the committee is required to submit its report along with draft revised Guidelines for consideration by the Government.
The Director of School Education and State Project Director, Samagra Shiksha have been directed to take further necessary action.
Important Point
G.O.Rt.No.141 does not itself announce the final revised RTE guidelines. It constitutes the committee that will examine the existing system and submit recommendations and draft revised guidelines to the Government.
