For employees drawing pay under the Revised UGC Pay Scales, 2016, the DA has been increased from 53% to 55% of Basic Pay with effect from 01-01-2025. 6
The revised rate is also applicable to eligible teaching staff of Government and Aided Affiliated Degree Colleges, Universities and Government Polytechnics covered under the relevant UGC/AICTE pay scales. 7
When Will the Increased DA Be Paid?
The revised DA will be paid in cash along with the September 2026 salary, payable in October 2026. 8

AP DA Arrears for 20 Months
The government has also issued instructions regarding arrears for the period from 01-01-2025 to 31-08-2026, covering a total of 20 months. 9
First 10% of Arrears
10% of the total DA arrears will be paid in January 2028.
- OPS employees: The amount will be credited to the GPF account.
- CPS employees: 10% of the arrears will be credited to the PRAN account along with the applicable Government share.
- EPS-95 employees: Arrears will be calculated and paid according to the applicable EPS-95 rules.

Remaining 90% of Arrears
The remaining 90% of DA arrears will be paid in three equal instalments in:
- March 2028
- May 2028
- July 2028
For OPS employees, the amount will be credited to GPF. For eligible CPS employees, the amount will be paid in cash. EPS-95 employees will receive payment according to the applicable EPS-95 provisions. 11

Special Provision for Retiring Employees
Employees who retired or are due to retire between 01-01-2025 and 31-12-2027, inclusive, have a special provision. Their DA arrears will be drawn and paid in cash. The order refers to the exemption from GPF subscription during the last four months of service. 12
What Happens If an Employee Dies?
The government order provides that if an employee dies before the issue of these orders, the employee’s legal heir(s) will be entitled to the DA arrears. 13
Payroll System to Calculate DA Arrears
The CEO, APCFSS has been directed to incorporate the necessary functionality in the payroll system for calculation of DA arrears and generation of due-drawn statements. This will facilitate the preparation of DA arrears bills by Drawing and Disbursing Officers (DDOs). 14
