AP School Education Local Cadres 2026: G.O.Ms.No.202 Dated 02-10-2026 – District & Zone Cadre Details

The Government of Andhra Pradesh, General Administration (SPF&MC) Department, has issued G.O.Ms.No.202 dated 02 October 2026 regarding the organization of various posts under Mandal Praja Parishad Schools and Zilla Praja Parishad Schools into District and Zone cadres.

The order has been issued in accordance with the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025.

This Government Order is particularly relevant to teachers and School Education Department employees because it specifies the local cadre organization of posts such as School Assistants, Secondary Grade Teachers, Craft Teachers, Art/Drawing Teachers, Music Teachers and other teaching posts.

The order states that the Government has approved the organization of posts under Mandal Praja Parishad and Zilla Praja Parishad Schools into District and Zonal cadres.


What is the Presidential Order, 2025?

The Government Order refers to the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, which came into force from 15 December 2025.

The Government Order explains that the 2025 Presidential Order superseded the earlier 1975 order and requires departments to organize applicable posts into different local cadres.

Under Paragraph 3 of the Presidential Order, the State Government is required to organize classes of posts in civil services and civil posts into different local cadres for different parts of the State.

Zone Cadre Post

The Annexure separately identifies the following post under the Zone Cadre:

Head Master Grade-II Gazetted in Zilla Praja Parishad Schools

For this Zone Cadre post, the appointing authority is the Regional Joint Director of School Education.


95% Local Reservation in Direct Recruitment

One of the important provisions mentioned in G.O.Ms.No.202 concerns local candidates.

The order states that, for posts to be filled through direct recruitment, 95% reservation for local candidates shall apply as specified in the Presidential Order, 2025.

This provision should be read together with the applicable provisions of the Presidential Order and relevant recruitment rules.


District and Zone as Separate Units

Changes to Service Rules

G.O.Ms.No.202 also directs the concerned authorities to take action for amendment of the relevant Service Rules wherever necessary so that they conform to the approved local cadre organization.

The order further states that territorial jurisdictions should be readjusted wherever required based on the unit of appointment and in accordance with the Government Orders.

Therefore, teachers should not treat this G.O. alone as a complete transfer notification.
