AP Government Issues G.O.Ms.No.129 on Local Cadre Allotment

The Government of Andhra Pradesh has issued G.O.Ms.No.129, General Administration (SPF & MC) Department, dated 17 July 2026, laying down detailed guidelines for allotment of government employees to newly organized Local Cadres under the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025.

These guidelines are crucial for all State Government employees, Heads of Departments, District Collectors and administrative authorities involved in the cadre reorganization process.

Why was this G.O. issued?

The Presidential Order, 2025 replaced the earlier Presidential Order of 1975 and reorganized government posts into:

District Cadres

Contiguous District Cadres

Zonal Cadres

Contiguous Zonal Cadres

Multi-Zonal Cadres

Accordingly, the Government has now prescribed the procedure for allotting employees into these new local cadres.

Three-Tier Implementation Committees

To complete the allocation process, the Government has constituted three committees.

  1. District Level Implementation Committee (DLC)

Responsible for:

District Cadres

Contiguous District Cadres

Chairperson: District Collector

  1. Head of Department Level Committee (HLC)

Responsible for:

Zonal Cadres

Contiguous Zonal Cadres

Chairperson: Head of Department

  1. Secretariat Level Committee (SLC)

Responsible for:

Multi-Zonal Cadres

Chairperson: Secretary to Government.

Major Stages of Employee Allotment

The entire allotment process has been divided into seven stages.

Stage 1

Determination of cadre strength

Working strength

Employee seniority

Distribution of posts

Stage 2

Publication of:

Draft Seniority List (DSL)

Final Seniority List (FSL)

Employees can submit objections within 5 days.

Stage 3

Actual allotment of employees based on:

Seniority

Employee options

Preferential categories

Availability of vacancies

Stage 4

Publication of:

Final Allocation List (FAL)

Orders of Allotment (OOA)

Stage 5

Employees receive:

Transfer Orders (if required)

Joining instructions

Employees allotted to another cadre must join within 7 days.

Stage 6

Special provision for:

Spouse Cases

If husband and wife are allotted to different local cadres, either spouse may apply for change after joining.

Stage 7

Appeals

Employees dissatisfied with allotment may file an appeal within 7 days after joining.

Option Form Process

Every eligible employee will receive an Option Form (OF).

Employees can indicate:

First Preference

Second Preference

Third Preference

Preferences may include:

Existing District

Newly created District

Neighbouring District

Zone

Multi-Zone

Once submitted, options cannot be changed later.

Employees Who Will Get Priority

Certain employees will receive preferential allotment before seniority-based allocation.

These include:

Persons with Benchmark Disabilities (70% or above)

Employees having mentally challenged dependent children

Unmarried widows

Employees suffering from:

Cancer

Major Neurosurgery

Kidney Transplant

Liver Transplant

Open Heart Surgery

These employees will be allotted first irrespective of seniority.

Reservation Distribution

The Government has directed that proportional reservation shall be maintained.

SC Group-I – 1%

SC Group-II – 6.5%

SC Group-III – 7.5%

ST – 6%

Necessary adjustments will be made if the prescribed proportion is not achieved.
